When an EB-1A RFE raises an original-contribution or major-significance problem, the instinct is often to ask for another expert letter.
That request is too broad.
Before anyone drafts a letter, the handoff should let the expert see what the record already proves, what remains unproven, and which narrow point they are actually qualified to verify.
Use six fields:
1. **Exact officer finding.** Copy the sentence the response must address.
2. **Claim being defended.** Name the narrow factual proposition at issue.
3. **Source and locator.** Cite the exhibit, page, paragraph, dataset, or public record that supports the claim.
4. **Independently verifiable impact.** Identify the adoption, comparison, result, or field context an outside expert can check.
5. **What remains unproven.** State the missing attribution, baseline, independence, or significance fact.
6. **Narrow expert question.** Ask only the factual or technical question the expert is qualified to answer. Legal strategy stays with counsel.
Here is a fictional example:
- **Officer finding:** The record does not establish that the beneficiary's original contribution is of major significance.
- **Claim:** A diagnostic workflow designed by the beneficiary was adopted by three independent hospital systems.
- **Source and locator:** Exhibit 18, deployment letter, page 2, paragraphs 3-5; Exhibit 19, implementation report, pages 6-8.
- **Independently verifiable impact:** Named deployments and a measured reduction in review time.
- **What remains unproven:** Whether the result is unusual in the field and whether the reported change can be attributed to the beneficiary's contribution.
- **Expert question:** Based on the cited sources and accepted field benchmarks, what can be verified about the contribution's technical significance and limits?
The useful move is the separation. The expert can say whether the assignment is supportable before seeing a draft. Counsel can decide whether the factual answer matters to the legal standard. The applicant can see which missing source or baseline still needs work.
No one has to make the exhibit sound more certain than it is.

Educational workflow only. Qualified immigration counsel should handle eligibility, legal strategy, and filing decisions.
