An RFE evidence map is not finished when the gaps are merely highlighted.
Every unresolved row needs an owner.
If the missing fact is a date, source file, or project detail that already exists, it belongs to the applicant. If it needs independent verification of adoption, selection, comparison, or impact, it belongs to the relevant third party. If it requires a bounded factual explanation grounded in field expertise, it may belong to a qualified expert. The legal significance, response strategy, and decision to narrow or omit a claim stay with qualified immigration counsel.
Add three fields to every weak row:
1. Owner
2. Exact source locator
3. Due date
That turns a generated assessment into a working response plan. It also keeps an AI system from quietly taking over legal judgments it should not make.
The underlying discipline is simple: say what the current evidence proves, say what it does not prove, and send the unresolved question to the person who can answer it.
Educational evidence-organization workflow only. It is not legal advice and does not replace qualified immigration counsel.
