A team can organize an RFE response and still stall when the next person receives a folder instead of a work order.
For every unresolved issue, add four handoff fields:
Open question: the missing fact, source, or decision in one sentence
Best source: the exhibit, public record, person, or system most likely to answer it
Decision owner: the filer, employer, expert, translator, or qualified counsel
Done definition: the evidence or decision that closes the row, plus the real deadline
This keeps different jobs separate. A filer can locate records. An employer or independent source can verify facts. An expert can answer a bounded technical question. Qualified immigration counsel should own legal significance and response strategy.
Do not forward the whole case file by default. Start with one redacted row containing the officer finding, narrow claim, and exact source locator. Add what the source proves, what remains missing, and who owns the next decision.
The handoff is complete when the next person knows the question, source, deadline, and done definition. A forwarded document is not a work order.
This is an evidence-organization method, not legal advice or an approval prediction.
