An RFE response often gets harder when you start drafting before you have mapped the notice.
If you are organizing your own record, begin with one row for each officer finding:
1. Copy the exact officer sentence and page number.
2. State the narrow factual claim being questioned.
3. Name the exhibit, page, paragraph, or public record already in the file.
4. Write only what that source can actually prove.
5. Record the missing attribution, comparison, independence, or impact fact.
6. Assign the next step to yourself, an independent source, a qualified expert, or immigration counsel.
The useful distinction is between a missing document and a missing fact. More PDFs do not fix a row when the record still cannot show who did the work, how the result was measured, why an outside source is independent, or what makes the result meaningful in the field.
This map is an evidence-control tool. It does not decide eligibility, legal significance, response strategy, or outcome. Those decisions belong with qualified immigration counsel.

If you are dealing with an RFE or NOID, what is the hardest row to fill right now: the officer sentence, the source locator, the independent check, or the missing fact?
