An RFE response can look complete and still be hard to verify.
The brief is written. The exhibits are labeled. The deadline is close. But when someone asks, “Which exact page answers this officer objection?” the packet still depends on the drafter explaining it out loud.
That is the last-mile problem I would fix before adding another document.
Build one control row for every objection in the notice. Keep these six fields separate:
1. Notice instruction
Record the exact notice page and sentence that governs the response. Another person should be able to locate it without your help.
2. Officer objection
Use the officer’s words. Do not summarize the whole NIW story. One row should cover one narrow objection.
3. Response claim
Write one sentence stating the fact you want the officer to accept. Keep the claim narrower than the evidence can support.
4. Verifying exhibit
Record the exhibit number, exact page, highlighted fact, source, and date. Ask whether the officer can verify the claim from that page alone.
5. Assembly owner
Name who checks pagination, the exhibit index, legibility, duplicates, and the final PDF or print set. Ideally, someone other than the drafter performs this check.
6. Procedure question
List every unresolved question about forms, signatures, representation, filing address, and delivery. Confirm each item from the notice, current USCIS instructions, or qualified counsel.
The sixth row matters because evidence control and filing procedure are different jobs.
An evidence map can show that a response sentence points to Exhibit 12, page 47, where a dated third-party record verifies a measurable result. It cannot decide which form you need, who must sign it, where the packet must be sent, or how representation should be handled in your case.
If any row is blank, stop calling the packet ready.
Evidence gaps belong in the response plan. Procedure questions belong with the notice, current USCIS instructions, or qualified counsel. Mixing the two creates false confidence: the packet looks organized, but the unresolved question is outside the tool’s scope.
I put the full table and a few EB-1A examples in this free guide:
